Biographical
General (political statement of goals, objectives, views, philosophies)

Here is why we need Tim Scott representing the 1st District of South Carolina in the US House of Representatives in Washington, DC.

Tim Scott is both a fiscal and social conservative deeply committed to simple principles:

o low taxes

o reduced spending throughout all layers of government

o higher standards for government officials

o strong leadership

o state's rights

He brings 15 years of experience as an elected official when in that time; he served 13 years on the Charleston County Council without voting for a millage increase and two years without voting for a tax increase at the state level.

Once elected to the SC House of Representatives, Tim was elected to serve as Chairman of the Freshman Caucus and as a House Whip. His focus has and always will be simple-- to stop out-of-control spending! Tim's goal is to make government accountable to you, the voters and to slow the growth of it and make it more effective.

Tim Scott has been appalled by the growth of the federal government during the past few years and especially recently. "We can not afford them to continue to spend this way. And since January, this new administration has broken records for spending. This can not go on."

Tim will take his experience and determination to Washington for the voters of the 1st district. He believes that putting a halt to the out-of-control spending starts with Republicans and it WILL start with Tim Scott.

Business
Small Business

As a small business owner, I understand the economic challenges facing us today. First and foremost, we need to pursue policies that promote private sector job growth. We need to implement policies that encourage businesses to grow and expand by putting money in the private sector and not in the hands of the government.

I understand that business prospers when government gets out of the way. The federal government can ask business owners to either pay more taxes or hire more people. Small business cannot do both.

Business, a General Statement

A growing economy allows companies to create jobs, encourages entrepreneurship and creates opportunity and upward mobility for all citizens. It provides the basis for a balanced budget and reduced government debt, enables us to maintain a strong national defense and allows us to keep our promises to our seniors, our veterans, our allies and business partners.

Tim Scott was instrumental in recruiting more than 20,000 new jobs to South Carolina while Chairman of the Charleston County Council and the Economic Development Committee.

But Tim believes that Boeing, Southwest Airlines, and G.E. wind energy are just the beginning if South Carolina positions itself to attract high paying, stable new jobs in clean industries of the future.

As a small-business owner and entrepreneur, Tim understands that business prospers when government gets out of the way. Tim has never voted to increase taxes, because he believes that your hard-earned dollars belong in your pocket, and in our economy -- not in a government spending program. He will take these values with him to Washington, and will never forget that his first priority is to protect and create good jobs.

Energy, a General Statement

Tim Scott believes that we can meet our energy needs while preserving our natural environment, without a massive government regulatory program which will harm business and cost jobs. Tim believes that our dependence on foreign energy sources is the largest single security threat to our nation. Tim therefore proposes supporting a wide array of market-based energy solutions, including exploring America's oil and natural gas reserves, and developing the potential of nuclear, biomass, wind, solar, hydrogen, fuel cell, coal, and other options. Tim believes that the federal government -- through tax incentives, research and development grants, and lifting of restrictive regulation -- can create the conditions necessary to allow the private sector to innovate, create American jobs, stimulate the economy, and develop clean energy solutions.

Environment
Environment, a General Statement

Tim Scott believes that we can meet our energy needs while preserving our natural environment, without a massive government regulatory program which will harm business and cost jobs. Tim opposes the Waxman-Markey Bill and other "cap and trade" proposals because they impose a massive tax and burdensome regulatory structure on carbon, one of the building blocks of life, and thereby cripple the ability of American businesses to compete globally.

American Values

Tim Scott lives his South Carolina values -- hard work, religious faith, and giving back to the community -- and has inspired others to do the same.

Tim has led the charge in standing up to the federal government when it intrudes on the rights of South Carolina. He believes that the Tenth Amendment is there for a reason, and that it means what it says -- the States and the people should control their own destinies, not the federal government. Every time the federal government ignores its constitutional limits with restrictive new mandates, the freedom of the citizens is eroded.

Federal Budget & Fiscal Policy
Deficit Spending

Americans are fed up with wasteful government spending. When a family or a small business is struggling, they tighten their belts and cut back on spending; but when our federal government sees a financial crisis, they use it as an excuse to vastly increase spending, and create new burdensome programs and entitlements!

Tim Scott will bring common sense back to Washington. He will fight waste, frivolous "pork" spending, and the unconstitutional overreach of the federal government.

Time and time again, Tim has reduced government spending, and shrunk the size of the county budget, leaving more money for the taxpayers. We can trust Tim to bring fiscal discipline to Washington because he has successfully done it in South Carolina.

Improving Health & Medical Care

Tim believes in targeted, common sense reforms that will make health care more affordable, reduce the number of uninsured Americans, and increase the quality of care at a price our country can afford. Medical decisions should be made by patients and their providers, not by Washington bureaucrats. Tim will fight to prevent insurance companies from interfering with the physician-patient relationship, eliminate unnecessary hassles and unfair payment practices, and fight for reimbursement decisions that are based on patient care, not on economics.

Tim will work to reform the medical tort system, through a cap on non-economic damages and by supporting physician efforts to develop evidence-based safe harbors, peer-reviewed health courts, and administrative reforms.

Tim will ensure that our seniors get the care they deserve, by working to enact Medicare reform which would provide adequate physician funding, eliminate unfunded mandates to the states, and reduce costly and counterproductive administrative burdens.

Health & Medical Care, a General Statement

Despite our problems, the U.S. healthcare system is the envy of the world. People come from all over the world to be trained in our medical schools, to be treated in our hospitals, and to benefit from our pharmaceutical products and medical devices. Let's not lose what is good about our health care system.

National Security & Terrorism
Trials of Terrorist and Combantant Detainees

Tim opposes relocating the prisoners at Guantanamo Bay to American soil. Guantanamo is a well-run, state of the art facility that is remote, secure, and in which prisoners are treated humanely, with no signs of detainee mistreatment. Moving those detainees to a base on the American mainland would make that base a terrorist target. Tim believes that war criminals should be tried by military tribunals, not the US court system, which is not designed for matters of national security.

Homeland Security, a General Statement

Tim Scott believes that to win the War on Terror, we have to leave our political correctness behind and deal honestly with the root of the problem -- radical Islam, which is irreconcilable with both the modern world and our American values.

The Jihadists' views on the role of women, their religious intolerance towards Christians and Jews, their application of medieval religious law, and their encouragement of murdering innocent human lives makes them incompatible with everything America stands for. Tim believes that America cannot negotiate with terrorists or terror-sponsoring states.

Iran, a General Statement

Tim believes that Iran is currently the most dangerous country in the world, and the most aggressive state sponsor of terrorism. The Iranian people are cultured and educated, but their leadership is radical and power-hungry. Tim believes the US should carefully consider all options, including crippling economic sanctions, promoting civil unrest by pro-democracy groups, military strikes and eventually regime change. The people of Iran are not happy with their regime, which has isolated and destabilized their country; they will stand up and fight if they see that we are behind them.

Afghanistan, Pakistan & Iraq
Afghanistan, a General Statement

Tim supports a strong counterinsurgency operation in Afghanistan, with appropriate levels of forces, as determined by commanders on the ground. This has worked in Iraq. A retreat in Afghanistan would embolden our enemies, and allow Al Qaeda to prosper.

Jobs
Jobs, a General Statement

A growing economy allows companies to create jobs, encourages entrepreneurship and creates opportunity and upward mobility for all citizens. It provides the basis for a balanced budget and reduced government debt, enables us to maintain a strong national defense and allows us to keep our promises to our seniors, our veterans, our allies and business partners. We need to implement policies that encourage businesses to grow and expand by putting money in the private sector and not in the hands of the government.

Medical Insurance
Health Insurance Purchase Choices

Tim believes in targeted, common sense reforms that will make health care more affordable, reduce the number of uninsured Americans, and increase the quality of care at a price our country can afford. Medical decisions should be made by patients and their providers, not by Washington bureaucrats. Tim will fight to prevent insurance companies from interfering with the physician-patient relationship, eliminate unnecessary hassles and unfair payment practices, and fight for reimbursement decisions that are based on patient care, not on economics.

Tim will ensure that our seniors get the care they deserve, by working to enact Medicare reform which would provide adequate physician funding, eliminate unfunded mandates to the states, and reduce costly and counterproductive administrative burdens.

Medical Malpractice Reform

Tim will work to reform the medical tort system, through a cap on non-economic damages and by supporting physician efforts to develop evidence-based safe harbors, peer-reviewed health courts, and administrative reforms.

Market-Based Medical Insurance

Despite our problems, the U.S. healthcare system is the envy of the world. People come from all over the world to be trained in our medical schools, to be treated in our hospitals, and to benefit from our pharmaceutical products and medical devices. Taxes
Taxes Policy

We have a President and a Democrat-controlled Congress who believe that a policy of more spending and higher taxes is the answer. I strongly disagree. I know that higher tax rates will not put more Americans to work. We need to implement policies that encourage businesses to grow and expand by putting money in the private sector and not in the hands of the government.

I understand that business prospers when government gets out of the way. The federal government can ask business owners to either pay more taxes or hire more people. Small business cannot do both.

The prosperity of America is directly linked to a good economy. During challenging economic times, it is critical that our leaders focus first and foremost on tax policies that will encourage economic growth and job creation for the people of America. I am committed to fighting for principles I believe in -- limited government, less government spending and lower taxes -- and I believe a focus on these fundamental principles will result in a growing economy.

Extending the Bush Tax Cuts

The debate about encouraging economic growth, lowering taxes and controlling the deficit has taken center stage as we approach the expiration of the tax cuts enacted in 2001 and 2003. I believe that we must take action to extend all the tax rates that have been in effect for almost ten years. There is never a good time to raise taxes if we want to encourage small business to grow and create jobs, particularly in a bad economy. According to Congress' Joint Committee on Taxation, the proposed Obama tax increases will raise taxes on 50% of all small business income. And it is small business that has created 2 out of every 3 new private sector jobs over the last fifteen years.

In a recent CNNMoney.com survey, only 10% of the economists surveyed endorsed the Obama plan to extend the tax cuts for only the lower and middle class taxpayers and raise the tax rates on the top two brackets. The vast majority of the economists surveyed said that extending the tax cuts for all taxpayers is the most important thing that Congress can do to help the economy. High tax rates stifle economic growth and it is a good economy that makes everything else possible.
